1. Heat oven to 350°F. Grease a 9x13 baking dish with butter. Set 1 lb frozen diced hash browns out to thaw slightly.
2. Heat 1 tbsp olive oil in a large skillet over medium. Cook 1 lb bulk breakfast sausage until browned and starting to crisp, 5-8 minutes. Transfer to paper towels.
3. Whisk 12 eggs, 2 cups whole milk, 1.5 tsp kosher salt, 1 tsp Italian seasoning, and 0.5 tsp black pepper.
4. Place hash browns, sausage, and 2 cups shredded sharp Cheddar in the baking dish. Toss and spread into an even layer. Pour in egg mixture.
5. Bake uncovered until eggs are set and edges are lightly browned, 45-50 minutes. Cool for 10 minutes. Top with scallions or chives if desired.
